What does 'isolator operated' mean and how do I find the short?

Loop isolators have sectioned off a short circuit between the loop conductors so the rest of the loop keeps working. The panel shows which section is isolated — that's your search area. Disconnect devices in that section one at a time until the short clears, and inspect for crushed cable, moisture in bases, or a trapped conductor. How do I maintain aspirating (ASD) pipe airflow?
