Where a fire alarm installation genuinely meets compartmentation

But a fire alarm installation is not purely surface-mounted equipment floating independently of the building's structure: wherever cabling or containment needs to cross from one fire compartment to another — through a compartment wall, a fire-resisting floor, or a protected escape route enclosure — it physically penetrates the same fire-resisting elements passive protection depends on, and that penetration is exactly as capable of undermining compartmentation as a poorly sealed pipe or duct penetration from any other trade. Your own penetrations: fire-stopping you are responsible for
Where your own installation creates a penetration through a fire-resisting wall or floor, properly fire-stopping that penetration — using an appropriate, tested system installed per the manufacturer's instructions to maintain the fire resistance of the element it passes through — is part of a competent fire alarm installation, not a separate scope item that belongs to whichever trade happens to be doing general fire-stopping on the project. Treating this as someone else's job by default, on the basis that "fire-stopping is a different trade," leaves an unsealed hole in the building's compartmentation that your own installation is directly responsible for creating, and that is a genuinely different situation from an existing defect you happen to observe elsewhere in the building. If you create the penetration, you own sealing it correctly, or explicitly and visibly handing that specific task to someone else as part of the agreed scope of work — not leaving it unaddressed on the assumption it will be picked up later.
What to flag when it is not your work
Away from your own penetrations, you will inevitably see the building's existing passive fire protection while working — a fire door propped open with a fire extinguisher, visibly missing or damaged intumescent seals around a door, an obviously unsealed hole around someone else's cable or pipe penetration through a compartment wall, a fire-resisting ceiling with tiles missing above a corridor. None of this makes you responsible for assessing its severity or specifying the repair, which is a specialist passive fire protection or fire risk assessment competence you are not expected to hold. What is well within a reasonable professional expectation is reporting what you saw to the responsible person, in the same straightforward way you would report an obstructed escape route or a disabled detector found during a routine visit — passing on the observation, not diagnosing or fixing the underlying defect yourself.
Where the boundary actually sits
Put simply: your competence and responsibility cover fire-stopping your own penetrations correctly, and reporting obvious passive fire protection defects you happen to observe while doing your own work. It does not extend to surveying a building's compartmentation as a general exercise, assessing the adequacy of existing fire-stopping you did not install, specifying repairs to someone else's defective work, or certifying passive fire protection as compliant — all of which belong to a specialist passive fire protection surveyor, a fire risk assessor, or a competent fire engineer, depending on what is actually being asked. Finding a pre-existing, unrelated gap during other work
A related but genuinely different situation is discovering, during unrelated fire alarm work, that an existing penetration you did not create — someone else's cable, pipe or duct passing through a compartment wall — has no fire-stopping at all, or has been disturbed since it was originally sealed. This is not your penetration to have sealed correctly in the first place, but finding it during your own work is still worth reporting to the responsible person as a specific, located observation, rather than a general comment made in passing, so it can actually be tracked and addressed rather than forgotten once you leave site. Recording what you found, where, and when — even briefly, in the service report — gives the observation a paper trail a verbal mention on the day does not, which matters if the same defect is later found again by someone else with no record that it had already been raised.
Passive fire protection has its own competency schemes

Recording your own penetration seals properly

Common engineer mistakes

That honesty protects the client from false reassurance and protects you from being treated, later, as having vouched for something you were never actually asked or qualified to assess.
