Phased Evacuation and Staged Alarms
In a tall office building, sounding a full evacuation across every floor at once can do more harm than good — stairs jam, and people far from any danger are put at risk in the crush. Phased evacuation solves this by clearing the building in a controlled order, and staged alarm signals are how the fire alarm system delivers it. What phased evacuation is
Phased evacuation clears a building in stages rather than all at once. The areas most at risk — commonly the fire floor and the floor immediately above — are evacuated first, while other floors are alerted and then evacuated in sequence if the situation requires. It is used in larger and taller buildings where evacuating everyone simultaneously would be impractical or would overload the escape routes. Crucially, it depends on adequate structural fire protection, escape capacity and management, so it is only appropriate where the fire strategy supports it.
Alert and evacuate signals
Staged systems use more than one signal. An alert signal tells occupants to prepare without leaving immediately; an evacuate signal instructs them to go. Two clearly distinct signals — or, on a voice alarm system, clear spoken messages — let the building move people in a controlled order. The signals must be unambiguous and understood by the occupants, which is one reason voice alarm is often paired with phased evacuation in complex buildings.
Delivering it through cause and effect
The fire alarm system delivers phased evacuation through its cause and effect: which detection triggers which signals in which areas, and how the phases progress over time. The panel drives the sounders or voice alarm messages accordingly. Getting the cause and effect correct, and proving that the right areas receive the right signals at the right time, is the heart of a working phased system. This is exactly what careful commissioning and testing verify, and any change to the cause and effect must be re-tested.
When it is appropriate
Phased evacuation is not a default. It is chosen for particular larger or taller buildings by the fire strategy and the design, and it relies on the building's fire protection, escape provision and management being suitable. Simultaneous evacuation remains the standard approach for many buildings. The decision follows Building Regulations guidance in Approved Document B, the recommendations of BS 5839-1, and the fire risk assessment.
Common points to check
From field experience, the recurring risks are cause-and-effect errors that send the wrong signal to the wrong area, phasing that was changed without full re-testing, and occupants or staff who do not understand the alert-versus-evacuate distinction. Verifying the phased cause and effect end to end, and confirming the signals are clear, is essential service work on these systems.
