Fire Alarm Acceptance and Witness Testing
A commissioned fire alarm system is proven to work — but the person who has to rely on it, the client and responsible person, needs to see that for themselves before they accept it. Acceptance, or witness, testing is that step: a demonstration of the system to the party accepting it, at handover. It closes the loop between "the installer says it works" and "the owner has seen that it works". This guide covers what acceptance testing is, how it differs from commissioning, and what to record.

What acceptance testing is
Acceptance (or witness) testing is where the completed, commissioned fire alarm system is demonstrated to the client, their representative or another interested party, who witnesses that it works as required before accepting it. It comes after commissioning and is part of a proper handover, confirming to the responsible person that what they are taking on actually performs. It is the moment the system passes from the installer's assurance to the owner's acceptance, and it follows BS 5839-1 and the project requirements.
Acceptance versus commissioning
It helps to keep the two steps distinct. Commissioning is the process by which the installer proves the system is complete and works to the design — the thorough, systematic testing that makes the system fit for use. Acceptance or witness testing is the subsequent step where that performance is demonstrated to and witnessed by the client or their representative, so they can accept the system with confidence. In short, commissioning proves it; acceptance witnesses and records that proof at handover, following BS 5839-1. Both are needed; one does not replace the other.
What is demonstrated
A witness test typically involves a representative demonstration that detection, warning, the cause and effect and interfaces operate as required — enough for the witnessing party to be satisfied, without necessarily repeating every commissioning test. From field experience, the demonstrations that matter most are the key life-safety functions and any critical cause-and-effect, since those are what the owner most needs to trust. What is demonstrated is agreed for the project and should reflect the system's key functions, following the project requirements and BS 5839-1.
Recording acceptance
The value of acceptance testing is partly in the record it leaves. Record what was demonstrated, the results, any outstanding items, who witnessed it, and the acceptance itself, so there is clear evidence that the system was demonstrated and accepted. From field experience, missing or vague acceptance records are a common gap that causes confusion later about what was actually agreed at handover. This record forms part of the handover documentation alongside the commissioning and other certificates, and should be kept with the system documentation.
Common points to check
Recurring issues include acceptance testing skipped or undocumented, key cause-and-effect not demonstrated, and outstanding items not recorded at handover. Confirming the system was demonstrated, witnessed and recorded is the essential check.

Commissioning and acceptance follow BS 5839-1, a code of practice, within the project requirements.
