Two layers of testing

The second is periodic servicing by a competent person, which is more thorough and looks at the health of the whole system rather than a single quick confidence check. Both are needed: the weekly test catches an obviously dead system quickly, while periodic servicing finds the developing faults a quick test would never reveal.
The weekly user test
The best-known part of the routine is the weekly test. Normally the responsible person or a nominated member of staff operates one manual call point to confirm that the control panel registers the alarm and the sounders operate. A different call point is used each week so that, over time, every call point in the building is exercised rather than the same one every week. It is deliberately quick and simple, because its job is to give early warning that something obvious has failed — a panel fault, a silenced sounder circuit, a call point that no longer works. The result is written in the logbook. It is worth stressing that this test is a confidence check, not a service, and it does not remove the need for periodic servicing.
Periodic servicing by a competent person
Periodic servicing is where the system is examined properly. A competent engineer checks the panel and its indications, exercises and inspects detection and alarm devices on a planned basis, confirms the power supplies and standby batteries are healthy, reviews the event log, and follows up anything the in-house checks have flagged. BS 5839-1 sets out the intervals and the scope for this servicing, and following the standard is what keeps the system reliable over its life. Because this work needs the right knowledge, tools and access, it is carried out by a competent person rather than in-house staff, and the findings are recorded so trends can be seen from one visit to the next.
Records and responsibility
Underpinning both layers is the fire safety logbook. It should record the weekly tests, the periodic services, any faults and how they were resolved, and any changes to the system. Good records do real work: they demonstrate the system has been maintained, they help an engineer spot a recurring intermittent fault, and they are usually the first evidence an enforcing authority or insurer asks to see. Responsibility for all of this rests with the responsible person for the premises — typically the employer, owner or occupier under the Regulatory Reform (Fire Safety) Order 2005 — who carries out or arranges the in-house checks and appoints a competent person for servicing. Contracting out the servicing does not transfer the underlying duty.
Common points to check
Recurring issues include weekly tests that always use the same call point rather than rotating, logbooks left incomplete, standby batteries reaching end of life between services, and faults noted but not followed up. A rotating weekly test, a complete logbook and prompt attention to faults address most of these.
